Meeting called to order by Bob Wall at 3:03 PM EDT.

Welcome and Introductions:
Board Chair Bob Wall welcomed the board members. The board welcomed a new board member
representing GHSA, Kevin Behrens. Kevin is the Interim Director of the Oklahoma Highway Safety
Office.
Update: Certification
Kerry Chausmer reported. In 2010,
- 8,400 new technicians received certification
- 628 certification courses were offered
- 168 renewal courses were offered
- The program had a 50.3% recertification rate.
The certifying program continues to conduct audit as a quality assurance measure. The majority of audits
are successful; the few audits not successful are due to a lack of response in providing the requested
supporting paperwork.
Update: NHTSA
Carole Guzzetta reported.
- NHSTA will announce next week revisions to the Child Passenger Safety Guidelines.
- The Washington Post on March 14, 2011 featured a front page article regarding child passenger
safety. The article was fair in outlining current issues with crash testing of child restraints with the
reporter reaching out to several board members who are quoted in the article.
Committee Reports
Membership
Bob Wall reported.
Discussion/Action Items
- Membership committee has updated the application forms. The forms will be posted on the
board website in April. The period for submitting applications will be from April to June 30, 2011.
- The primary changes to applications include: no longer requiring paper submission of the
application and a separate sponsoring agency travel acknowledgement form. Applicants will
need to return three documents — application form, sponsoring agency travel acknowledgement
and their resume.
- The following positions are open:
- Child Passenger Safety Advocate
- Public Safety Law Enforcement
- Injury Prevention
- The vehicle manufacturers association will be notified that their representative's term expires
December 31, 2011. The letter will request if they want to have their current representative serve
another term or appoint a new representative.
CERT/RECERT
Kerry Chausmer reported.
Discussion/Action Items
- The CPS Award ceremony for Instructor and Technician of the Year will be held as part of the
Latest Technology Pre-Session at Lifesavers Conference on Saturday March 26, 2011. Lorrie
Walker will present the award as Bob Wall Board Chairperson may not be able to attend the
conference. Jennifer Huebner Davidson will represent AAA as award sponsor and extend their
congratulations to the winners.
- The CPS award winners will also be announced during the plenary session on Sunday March 27,
2011.
- A poster listing award winners and all nominees will be displayed at CPS Certification Booth and
possibly the NHTSA booth.
- Barbi Harris created pins for CPS Board members and the Award Winners to wear at Lifesavers.
- The hard work of Norraine Wingfield and Sherri Cannon was acknowledged in leading this new
board initiative.
Communication
Diana Dias reported.
Discussion/Action Items
- Press releases announcing the 2011 CPS Award winners have been prepared. The releases will be
issued on March 25, 2011 but embargoed until Monday March 28, 2011. The releases will be sent to
a variety of media contacts including, but not limited to, the hometown newspaper of the award
winners, their college alumni news office and other local organizations.
- A script will be written about the CPS Awards and winner's accomplishments that will be used during
the award ceremony and for the plenary session announcement so that the information is consistent.
- The board Facebook page is doing well. Board members were encouraged to make posts to the site
and to upload photos of events to make the site fresh and interesting.
- The committee is continuing to follow up with the CBS Cares program to develop messaging and
seek sponsorships. Committee is reaching out to NHTSA Regions to identify high risk locations in
order to prioritize the impact of the outreach.
- The new logo will be rolled out with the CPS Awards. The logo will be used on all award
correspondence, plaques, posters and press releases. Effective with lifesavers, the new logo and
updated letterhead will be utilized. The board website will be updated, it may take longer to update
the website with the new logo and look.
Quality Assurance
Norraine Wingfield reported.
Discussion/Action Items
- Committee is waiting for NHTSA to release the Instructor development curriculum. Once the course
is released, the committee will develop a workshop for CPS Instructors.
Advocacy Policy Ad Hoc
Barbara Birkenshaw reported.
- Committee presented a form for the board to use in developing position statements. Board provided
feedback that the proposed form covered all of the major points.
- Committee will email board members a survey to prioritize issues for policy development. The
committee plans to create and issue two position statements in 2011.
- Committee previewed a position statement template. Board liked the position statement template
with an emphasis on using plain language and including a list of concurring organizations.
- Kerry Chausmer will email to committee the draft of position statements for hyperthermia and back
over injuries. Barbi Harris and Sarah Haverstick have been working on hospital discharge position
statement.
Reaching At Risk Communities Ad Hoc
Narinder Dhaliwal reported.
Committee is moving forward with plans to address the issues. It will have strategies and timeline to
present at the May board meeting.
Curriculum
Jennifer Huebner reported.
Discussion/Action Items:
- Committee has begun the instructor's curriculum update CD and replacement pages will ship last
week of November/first week in December. The 62 replacement pages will be for courses which start
January 1, 2011.
- The revised student manuals will be available for courses effective May 15, 2011.
- Extra copies of the Abbey video are available from Kerry Chausmer.
New Business
- Board discussed a certificate or plaque of appreciation for the certification course auditor.
Next meeting is scheduled for May 17, 2011 at 3:00 pm EDT by web conference. The next in-person
meeting of the board will be at NSC headquarters at 1121 Spring Lake Drive, Itasca IL 60143 from July
19, 2011 to July 21, 2011.
